Rochester Tube Products, Ltd. (RTP) procures round steel (and other metallic) tube material from only those manufacturers who have established themselves as a “quality producer”. Their manufacturing, quality and testing programs must meet the criteria for the designated ASTM, SAE or similar standard, to which the tube is produced and to demonstrate compliance with the requirements of the ISO and QS standards. RTP demands that the tube producer provide written certification of compliance with both the manufacturing process and the steel material standards. As a matter of procedure, these selected suppliers perform product testing more frequently and to more demanding levels than the minimum required by the standards. RTP requires and relies upon these certifications from the steel manufacturers and the tube producer to satisfy the specifications stated on engineering drawings, prints and purchase orders supplied by its Customers. While RTP is confident that its suppliers deliver a superior product, these Material Certifications are delivered to the Customer with no other material certification, warranty or guarantee from RTP..
Material Testing & Inspection - Specific chemistry, manufacturing and testing procedures apply to each of these standards, resulting in a tube with unique characteristics. Testing programs mandated by the standards such as 100% eddy current testing are intended to locate voids, holes and open welds. These non-destructive tests will not detect defects such as soft welds or certain structural flaws that may become apparent in subsequent fabrication or use. The only known testing methods are destructive, i.e. flattening, expanding and bursting, as described in the standards. Obviously, testing 100% of the tube in this manner would result in no useable material. Therefore, test results are applied statistically. The tube is tested to the point of destruction at prescribed intervals and the intervening tube is assumed to be “good” if the test samples so indicate. While it is rare for such defective tube to escape the producing mill, Customers are advised that undetected material flaws as well as process failures may result in tube with defects detectable only in subsequent fabrication.
As part of its own in-house quality program, RTP performs additional inspections before and after processing. These inspections confirm appearance, hardness and dimensional characteristics, including length. Any non-conforming material is rejected. Such superficial inspections do not evaluate the chemistry, structure or weld integrity of the material.
Suitability - Selection of the appropriate tube standard is the sole responsibility of the Customer. The tube should be carefully chosen so as to be suitable for its intended use. Along with chemistry, hardness and manufacturing process, attention should be given to the dimensional (diameter, wall thickness and weld seam height) tolerances should they “stack up” to make a part that, even though it meets all elements of the specifications, is unusable in the application. As RTP does not participate in the design of its Customers’ products, RTP does not warrant its products to be suitable for any specific application, use or purpose.
Warranty - The policy of the tube manufacturers is that so long as they meet the requirements of the standards to which the tube is manufactured and tested, their liability only extends to the value of the specific tube and delivery costs should it be found defective during subsequent processing or in the completed unit. While the policy of certifying the tube manufacturing process and the base material, but not the end product may seem to be a contradiction, it is the industry’s practice. The tube maker will often, as a customer relations effort, consider each incident involving defective tube to determine their acceptance of costs of inspection, sorting, manufacturing, assembly, or penalties, if any.
As RTP has no control over the steel production, tube manufacturing or choice of specification, RTP cannot accept liability for defective products attributable to those processes or selections. Therefore, RTP will replace or refund the cost of any of its tube products actually found to be defective, but will not assume liability for any subsequent inspection, sorting, manufacturing, freight, assembly costs or penalties associated with its products where the base material is found or suspected to be defective. As product cut-length is under the direct control of RTP, defects attributable to the cutting process will be replaced immediately at RTP’s expense.

Rochester Tube Products, Ltd. (RTP), in its function as a supplier of cut-to-length metal tube products, purchases raw material in the form of bulk tube from a number of tube manufacturers based on quantity requirements and specifications as indicated by its Customers’ supply schedules. Each and every purchase order for cut-to-length tube products placed with RTP commits the Customer to paying for the finished product; including material and labor, within the agreed payment terms, providing RTP delivers the parts as defined in the order.
Extended Term (Blanket) Orders - RTP’s offer to provide cut-to-length tube-based products under a multiple-delivery or “blanket” order is based on then-current material pricing and firm labor costs for a period of one year or as stipulated in the Offer. Should these material costs change, RTP will advise the Customer and will submit options of using a different tube source and/or establishing a new product price based on the revised material cost. RTP’s internal manufacturing costs will be held firm during the specified period. RTP reserves the right to revise its pricing schedule should the product volume fall below 75% of that offered in its proposal; or, the delivered material price changes; or, the Customer requires additional services not stated in the order
RTP does not offer guaranteed price reductions based on “increased productivity”. The nature of the tube cutting process does not become more efficient or otherwise more economical with time and experience. In fact, costs associated with labor, operating expenses, freight and raw material can be expected to increase over the life of the product. In the rare instance where base material prices or manufacturing process costs are reduced, RTP commits to sharing these savings with its Customers.
Competitive Price & Qualified Source - RTP’s material purchasing policy requires that the most competitively priced, appropriate material from a reputable source be offered to the Customer. Further, RTP will determine the quantity and frequency of material deliveries that best meets the Customer’s shipping schedule, freight considerations, manufacturing schedule, material shelf-life and payment terms in order to further hold the total product costs to a minimum. Any such action that might impact the cost or the Customer’s commitment will require Customer approval.
In procuring small quantities of tube for short run projects or special purpose material, RTP may require the Customer to guarantee reimbursement of minimum lot purchases or include a material deposit with the order. Any such purchases will be done only with the Customer’s prior approval.

RUST FORMATION ON RAW, UNCOATED STEEL TUBE PRODUCTS, July 2004
Rochester Tube Products, Ltd. (RTP), as a supplier of cut-to-length steel tube-based products, has developed an internal procedure for reducing material loss due to surface rust on both raw materials in inventory as well as finished goods. It is in the interest of short term preservation at RTP and at its Customers’ facilities that this Warranty Statement is provided.
Background - As iron is the base metal from which all steel products are produced, without exception and over time, all such materials will oxidize or “rust”. Certain coatings will slow the procedure, but left unprotected, moisture and oxygen in the atmosphere will cause oxidation to form on the surface and will eventually convert the entire piece to iron oxide or “rust”. Concentrations of moisture or oxygen as well as the introduction of certain other chemicals will expedite this process dramatically. One such chemical is common salt (like that used on the local roads in winter). Certain acids and vapors, some very mild, will also accelerate the oxidation process. While on one intentionally exposes manufactured steel parts to these elements, accidental or inadvertent contact is not uncommon and can result in unsightly or unusable products. The most significant contributor to rusting in the local (Michigan) area is the high ambient humidity experienced in the summer from June into September. During these months inadequately protected material will actually form surface rust overnight.
Preservation - In order to delay the inevitable, RTP schedules its material deliveries to arrive as late as is practical to process and ship. RTP also requires that a “rust inhibitor” be applied at the tube mill. It is expected that this inhibitor will protect the tube during transport and for a period of about 30 days at RTP’s facility. While the material is in RTP’s inventory it will be sprayed with a mixture of oil and mineral spirits as means to seal off the atmosphere from the surface. While all these preventative measures are effective, they will not protect the material indefinitely. Handling the material in cutting and packaging tends to remove the protective coating and possibly introduces salt from human hands.
RTP encourages its Customers to accept shipment of the parts according to the delivery schedule and to process them promptly. This reduces the storage time from the producing mill, through cutting, transport and subsequent processes. These raw steel products have a shelf life of about two weeks unless continuing preventive measures are taken. The Customer’s storage and processing environment also has a direct bearing on shelf life. It must be dry, as cool as possible and exposure to rusting agents must be avoided. RTP, the freight carriers and Customers must all participate in the preservation of the product.
Over the past thirty years, RTP has experienced most every rust-related issue possible and has established this procedure and warranty in order define its responsibility, to provide its Customers with proven method to preserve the product and to limit its liability in rust-related matters.
RTP commits to shipping its parts with no indication of visible rust on either the inside or outside surfaces. As a rule, RTP will apply a rust-inhibitor (oil and mineral spirits) to the parts after cutting. These inhibitors may cause problems in subsequent processing and, if the Customer requests, may not be applied.
Warranty – RTP warrants its products to be free of rust for a period of 30-days from the date of production, providing the following are observed: the Customer allows inhibitor to be applied; the subject parts remain in the original container with lot traceability intact; the parts are transported in a covered van; and stored in a dry, ventilated warehouse environment suitable for such materials. Should any RTP-supplied products exhibiting rust and complying with the above criteria be found, RTP will replace them at no cost to the Customer. Customer-supplied material may be excluded from this warranty.
Deviations from this policy and Warranty must be addressed in Customer-specific proposals and orders.
